ADVISORY ON THE PAYMENT OF INCENTIVES AND TERMINAL LEAVE BENEFITS OF REGIONAL PERSONNEL UNDER E.O. 366


With the release of allotment by the DBM in its letter of October 19, 2010, to cover payment of incentives and terminal leave benefits of Regional Offices personnel availing of the Rationalization Program pursuant to Executive Order 366, please be advised of the following information, to wit:

1. That the allotments authorized per region shall be used solely for the purpose indicated and disbursements shall be made in accordance with the existing budgetary, accounting and auditing rules and regulations;

2. That processing and payments of the incentives and terminal leave benefits of the personnel availing of the Rationalization Program under EO 366 shall be made by their respective regional office up to November 30, 2010 only, otherwise said NCA for this purpose will be returned to DBM; and

3. That all outstanding financial obligations incurred by the concerned personnel with the government and private financial institutions shall be reflected and deducted from the proceeds of the said benefits, subject to the existing laws, rules and regulations.

Moreover, please advise all concerned affected personnel not to report for work effective October 31, 2010 because payment of salaries shall be made up to the aforementioned date only.

Further, other issues and concerns shall be resolved in accordance with the provisions of DBM Circular Nos. 2009 re; Clarification on the Availment of Incentives under executive Order No 366 of Affected Personnel on Extended Service and No. 2010-1 dated April 28, 2010 re: Rules and Regulations on the Grant of the Year-End Bonus and Cash Gift for FY 2010 and Years thereafter.
